Mrs Avantika Singh Aulakh is an IAS officer of the 2003 batch, currently serving as Secretary to the Hon Chief Minister of Gujarat since Sept, 2021.
Her educational qualifications, include, B.E. (Instrumentation & Control Engg.) from Netaji Subhas Institute of Technology Delhi and Masters in Public Administration from Harvard University’s John F. Kennedy School of Government. She brings a unique blend of technical expertise and public policy acumen to her role
Throughout her two-decade long career in Civil Services, she has held various crucial administrative positions in the Government of Gujarat. She has served as District Collector in multiple districts including Ahmedabad, Vadodara, Bharuch, and Anand. She has been accorded the Best District Collector award for Vadodara district (2015-16) and Bharuch district (2012-13) by the State Government. She has also served as District Development Officer in Anand, Gandhinagar districts and as Deputy Secretary, Energy and Petrochemicals Deptt and Director of Petroleum in the State Government
She received the National Award for Best Electoral Practices in 2012 and 2017 from the Election Commission of India. As Collector Ahmedabad, she also received the National Level Beti Bachao Beti Padhao Scheme award from Government of India in 2018.
Her diverse experience includes serving as Vice Chairman & CEO of Gujarat Maritime Board, CEO of Gujarat Infrastructure Development Board, MD of Gujarat Rail Infrastructure Development Corporation Limited and Director of Technical Education, reflecting her versatility in handling both infrastructure development and educational initiatives. She has enhanced her expertise through numerous specialized training programs in fiscal policy, public-private partnerships, and project management.
She serves as a Director at Gujarat Metro Rail Corporation (GMRC) Limited and has held directorial positions on the boards of several prominent companies, including Gujarat Pipavav Port Limited, GSPC LNG Limited and Dholera International Airport Company Limited. She is a Managing Director of Gujarat Alkalies and Chemicals Limited.

Shri Swaroop P. is an IAS Officer of 2003 batch. He has done Bachelor of Physiotherapy and Master of Science in Applied Psychology. He did his Master’s in International Development Policy from Sanford School of Public Policy, Duke University, U.S.A. Presently, he is Commissioner of Land Reforms & Ex-officio Secretary to Government, Revenue Department, Gandhinagar.
He has held various important positions in Government of Gujarat (GoG) like Assistant Collector in Rajula in Amreli District; District Development Officer (DDO), Panchmahals; Municipal Commissioner, Jamnagar; District Collector, Gandhinagar; Additional Commissioner, Industries Department; Collector & District Magistrate, Sabarkantha; Secretary, Tribal Development, Gandhinagar; Municipal Commissioner, Vadodara.
He has also served as Managing Director of Uttar Gujarat Vij Company Limited and Managing Director of Industrial Extension Bureau (iNDEXTb). He has held Directorship in various companies viz., Vadodara Gas Limited, Vadodara Jal Sanchay Private Limited, Gujarat Water Resources Development Corporation Limited, Gujarat Livelihood Promotion Company Limited and Vadodara Smart City Development Limited. He is a Managing Director of Gujarat Alkalies and Chemicals Limited.
Shri Nagarajan Ravi is currently serving in National Aluminium Company Limited (NALCO) as Group General Manager (Business Development) at its Corporate Office, Bhubaneswar. A graduate in Mechanical Engin eering from NIT, Jamshedpur (Formerly REC/RIT), Shri Ravi began his career in NALCO as a 5th batch Graduate Engineer Trainee (GET) in 1988. He was posted in the NALCO’s Captive Power Plant (CPP) in Angul, Odisha as GET, where he held different key positions in commissioning and operations of CPP till 2005 before taking over the challenging assignment of Business Development of the Company at Corporate Office, Bhubaneswar. During his long service association of more than three and half decades with NALCO, Shri Ravi has initially contributed significantly in efficient operations of Captive Power Plant, taking up various new Business Development activities in Greenfield & Brownfield aluminium projects, Joint Venture projects, diversification initiatives, Renewable Energy Projects and charting out growth plans for the Company.
Shri G S Paliwal is an Executive Director (Commercial) in Gujarat Alkalies and Chemicals Limited (GACL). He holds Master Degree in Chemistry and Business Management from Indian Institute of Management (IIM), Kolkata, INDIA.
He has worked in Chemical Industry and has held several Management positions in Corporates like Time Technoplast Limited, Jubilant Life Sciences Limited, Gujarat Alkalies and Chemicals Limited, Deepak Phenolics Limited in India. He is having more than 30 years of Professional Experience in the Chemical Industry for Domestic (Indian) & International Markets of various Chlor-Alkali, Speciality Chemicals, Petrochemicals downstream Products wit h strong commercial acumen.
Shri Kalikinkar Panda has more than 33 years of experience and is currently working with NALCO as an Executive Director(Project-Mines)I/c at Corporate Office, Bhubaneswar.
He looked after various functions such as: Commissioning and Electrical maintenance of Aluminium Smelter, NALCO, in-charge of safety, environment, quality control and management standards implementation at Smelter and Captive Power Plant of NALCO; in-charge of Operation and Maintenance as General Manager in 1200 MW Captive Power Plant, NALCO; in-charge of Captive Power Plant as unit head and factory manager, NALCO; and in-charge of Project-Mines and Business Development at Corporate Office, Bhubaneswar.
He completed B.Sc (Engineering, Electrical), M.S. (Pollution control), PDIS.
Shri B D Mohanty is a Bachelor of Science (Mechanical) and Master in Business Administration (Finance) and also as member of Institute of Chartered Shipbrokers, London.
He is currently working with National Aluminium Company Limited (NALCO) as Group General Manager (Materials) at Bhubaneswar and responsible for centralized procurement of major raw materials of the company in timely and cost effective manner and also responsible for implementation of Integrity Pact as Nodal Officer, achieving procurement targets from MSEs and GeM portal.
He is having over 35 years of experience in the field of Captive Power Plant, Marketing, Port Facilities and Corporate Materials, Alumina exports, Procurement of major raw materials and related functions etc.
Smt. Sonali Jingar is presently working as Sr. Manager (MS) with Gujarat Alkal ies and Chemicals Limited (GACL) at Vadodara.
She has done Bachelors in Science (Chemistry) from Maharaja Sayajirao Universit y in 2000 and Masters of Computer Applications (MCA) in 2004 from AES Institute of Computer Applications, Gujarat University.
She has over 16 years of experience and has been involved in development, designing and implementation of Computer Applications and ERP systems. She has played a pivotal role in implementation of SAP at GACL. She is also a Chairperson of Internal Complaint Committee cum Sexual Harassment Committee and member of Darpan Editorial – Internal magazine at GACL.
Shri Srimanta Panda is Masters of Commerce and Masters of Financial Management. He is also an M. Phil.
He is having over 30 years of experience and currently working with National Aluminium Company Limited (NALCO) as Group General Manager (Finance) at Bhubaneswar and possess varied experience in the field of Trade Finance (Domestic & Export), Treasury &a mp; Fund Ma nagement, Banking, MIS, Revenue & Capital Budget, Capital Structure, Dividend Policy, DIPAM, Direct Tax, Risk Management, Employee Benefits, PF Trusts, Gratuity, Leave & Superannuation medical benefits etc. He is also a Chief Risk Officer of NALCO.
